THE SUN CITY TAXPAYERS ASSOCIATION WAS FOUNDED IN 1969, TO PROTECT SUN CITIANS FROM UNWARRANTED TAX INCREASES AND UNJUSTIFIABLE UTILITY RATE INCREASES.
The SCTA employs attorneys, accountants, and expert witnesses to testify and represent the residents of Sun City before the Ariz. Corp. Comm., State Legislature and other government organizations.
The SCTA is the largest taxpayers association in the State of Arizona and is a member of a statewide group of Citizens Taxpayers Groups (AFTA) working for the control of government spending and the reduction of taxes.
The Board of Directors, fifteen in number, all volunteers, are elected for a three-year term for their experience and knowledge in their specific assignments to better serve the needs of the Sun City Community.
THE FOLLOWING HAVE BEEN SOME OF OUR ACCOMPLISHMENTS:
UTILITIES
Between 1977 and 1984, the SCTA was the only Sun City Organization that acted as an intervener in various unwarranted rate requests by the Sun City Water/Sewer Companies. These actions saved the residents of Sun City an estimated $600,000 during that period.
In 1980, the Mountain States Telephone Company filed for a rate increase that included expensive local measured service. The SCTA successfully intervened and defeated the proposal.
In 1981, the City of Glendale increased the sewer charge to the Sun City Sewer Company 306%. The SCTA intervened, and after two years of hearings and court appeals, the matter was resolved with a savings to the citizens of Sun City of $200,000.
In 1983, the SCTA helped to establish the Residential Utility Consumers Office (RUCO): its purpose, to represent residential consumers appearing before the Ariz. Corp. Comm. to protect the utility customers from unwarranted rate increases.
Since 1980 the SCTA has maintained an updated record of all property assessments in Sun City and acts as an advisor in property values. It also provides forms for those who wish to lodge protests to the Assessor's office.
In 1980, the SCTA launched a drive at the local level for the successful removal of the regressive state food sales tax.
In 1987 SCTA underwrote a $12,000 media campaign in opposition to the construction of the Rio Salado Project (A Recreational Facility) located in the Phoenix area. This project would have increased taxes by assessing 25¢ per $100 property valuation over a 20 year period.
By 1988 the SCTA initiated court action contesting the constitutionality of Senate Bill 1261, the "Sun City School Tax". It was declared unconstitutional on July 26, 1989, by the Superior Court. By 1997 that tax would have cost the Sun City residential and commercial property owners the combined total of about $83 million dollars in taxes.
In 1989 the SCTA Board assisted in the defeat by the Maricopa County voters of the proposed Val-Trans Mass Transportation System intended to serve the Metro Phoenix area. At an estimated cost of 8.9 billion dollars to be financed by a 1 /2¢ Maricopa County sales tax over a 30 year period.
1991 1993 successfully lead the effort to recover the personal income tax exemptions lost when the 1990 Arizona tax laws were changed. Bills in the 1992 & 1993 legislative sessions were passed that would recover an estimated $30 million dollars over a 5 year period, in the 65 and over exemption and medical expenses for all taxpayers.
